19.26

In the first [part], the Lord of Heaven questions because it is in his palace, because hearing the swift completion previously caused doubt to arise, and because bodhicitta is the master of the ten thousand practices. He questions Dharmamati because he is the master of the assembly, and because the initial mind possessing the subsequent virtues is exclusively the realm of wisdom. Below, he directly reveals the beginning of the inquiry. Although he directly inquires about the merit below, Dharmamati answers with the measure of merit, thereby revealing the characteristic of arousing the mind; this is the bodhisattva's skillful eloquence.
