Third is the vow to turn the wheel of the Dharma, also called the vow to become the foremost in gathering the Dharma, because one first gathers and afterward turns [the wheel]. In its practice-marks there are four [points]: First, the place where the Dharma is turned, which is wherever the Buddhas respond in all worlds. Second, from "from Tuṣita" down, the time when the Dharma is turned, referring to when they manifest the eight marks. The meaning of the eight marks is explained in detail in the chapter "Leaving the World". Third, from "all" down, the skillful means of gathering the Dharma, within which first is the skillful means of accumulating merit, and then from "becoming the foremost of the assembly" down is the skillful means of accumulating wisdom. Because these two kinds assist the factors of bodhi, they are called skillful means. Fourth, from "in all" down, it explains the turning of the Dharma as instantaneously pervasive.
