Ninth is the simile of the kalpa wind sustaining and destroying, which illustrates the Buddha's wisdom of skillfully causing afflictions to be retained; it is not only able to sever them, but also able to retain them. That is, the Buddha possesses this skillfulness, imparting it to bodhisattvas whose faculties are not yet mature and who have not yet fulfilled the myriad practices, causing them to retain the afflictions that moisten rebirth. It is through retaining these afflictions that afflictions are finally exhausted and omniscience is attained. It is unlike the two vehicles, which do not act for the sake of bodhi and whose minds expect a swift departure. A detailed explanation of retaining afflictions to moisten rebirth is fully provided in a separate chapter.
