Regarding the commentary from "Furthermore, the Lotus Treasury World" downward: second, comprehensively taking the single assembly to indicate the chapter titles, then the title encompasses the single assembly. When it says "Vairocana pervades within," he does not merely pervade the Lotus Treasury, but also pervades the dharmadhātu, because the "Chapter on the Formation of the World" also speaks of Vairocana universally adorning and purifying. Its verse says: "The boundless oceans of all kṣetras expounded, / Vairocana has entirely adorned and purified; / The realm of the World-Honoured One is inconceivable, / His wisdom and spiritual penetrations are likewise so." How much more so when the sixth fascicle says: "Vairocana Buddha's / Vow-power pervades the dharmadhātu; / In all lands, / He constantly turns the unsurpassed wheel." The fifth fascicle says: "The vast lands adorned by the Buddha / Are equal in number to all fine dust motes; / Pure sons of the Buddha completely fill them, / Raining down the inconceivable, most wondrous Dharma." Furthermore, the "Chapter on the Lotus Treasury" says: "The ocean of the Lotus Treasury World / Is nondifferent from the dharmadhātu." It also says: "In each and every dust mote one sees the dharmadhātu." These are all the meaning of universal pervasion; therefore, the statement that Vairocana pervades within already encompasses the "Chapter on the Formation of the World" as well.
