17.39

疏「若開諸龍及三乘會」等者，前為百二十分，則諸龍、三乘皆屬善財會。以初至福城本為善財故，故不別開諸乘等會。今約雖至福城，城中善財等二千四眾尚未出城，先說普照法界修多羅，利益諸龍及三乘人，故別乘之。餘可知。

Regarding the Commentary's statement, 'If one opens up the assemblies of the dragons and the triyāna' and so forth: In the previous division into one hundred and twenty sections, the dragons and the triyāna all belong to Sudhana's assembly. Because initially arriving at the City of Blessings was fundamentally for Sudhana's sake, the assemblies of the various vehicles are not separately opened up. Now, based on the fact that although [the Buddha] arrived at the City of Blessings, Sudhana and the two thousand of the fourfold assembly within the city had not yet left the city, and [the Buddha] first expounded the sūtra of Universally Illuminating the Dharmadhātu to benefit the dragons and the people of the triyāna, they are separately categorized. The rest can be understood.
