18.101

疏「以廣容不礙普遍」下，出毛內調生所以。謂廣容則收法界入於一毛，普遍則展一毛遍於法界。今毛正容無邊剎時，即普遍故，便遍所容剎內。

Regarding the commentary from "Because vast accommodation does not obstruct universal pervasion" downward: this brings out the reason for taming beings within a hair[-pore]. That is to say, vast accommodation gathers the dharmadhātu into a single hair, while universal pervasion expands a single hair to pervade the dharmadhātu. Now, when a hair precisely accommodates boundless kṣetras, it is simultaneously universally pervasive, and thus it pervades the accommodated kṣetras within.
