18.28

疏「菩薩雖正」下，亦有二意：初對二乘不名正義，今對菩薩方得名正。「有上」者，上有佛故。「有修」者，未絕學故。

Below the Commentary's statement, "Although the bodhisattva is right," there are also two meanings: first, in contrast to the two vehicles' meaning of not being named right, now only in contrast to the bodhisattva does it obtain the name "right". "Having a superior" means there is a Buddha above. "Having cultivation" means not yet having severed learning.
