Regarding the commentary’s "Namely the vow body expounding the Dharma..." and so forth: this text has three parts: first, indicating [the meaning]. That raining the great Dharma rain and severing all doubts cites the text on the cognition of wondrous observation from the *Vijñaptimātratāsiddhi* to explain and complete this meaning. Second, "Therefore a sūtra below says," citing text to confirm and complete it. On the commentary’s "Third, however, the sūtra's two lines..." downward: citing the sūtra for a detailed explanation. Within the third part there are five points in total: first, the cloud illustrating the dharmakāya, the rain illustrating expounding the Dharma, and the Dharma and metaphor mutually implying and condensing. In the tenth [metaphor] on the vocal karma of the "Manifestation [of the Tathāgata]," the metaphor of the dragon king Sāgara sending down rain, it explains extensively that the cloud colours in various places differ, and the rains are also distinct. In the application it says: "Disciple of the Buddha! The Tathāgata, Arhat, Samyaksambuddha, the unsurpassed Dharma King, is also like this. Wishing to teach and transform sentient beings with the correct Dharma, he first spreads clouds of bodies to veil the dharmadhātu, manifesting differences according to what they desire; that is to say, either for sentient beings manifesting a cloud of mind-made bodies, or for sentient beings manifesting a cloud of transformation bodies, or manifesting clouds of bodies maintained by power, clouds of form bodies, clouds of bodies of marks and signs, clouds of merit bodies, clouds of wisdom bodies, clouds of bodies of indestructible powers, clouds of fearlessness bodies, clouds of dharmadhātu bodies." All have the phrase "or for sentient beings manifesting." Next it also says: "Once this characteristic has manifested, the bodies and minds of all sentient beings all obtain cool refreshment." Thereafter, from "the Tathāgata's clouds of great dharmakāya, clouds of great compassion, clouds of great inconceivability, he rains down an inconceivable vast rain of the great Dharma, causing the bodies and minds of all sentient beings to be pure; namely, for bodhisattvas seated in the bodhimaṇḍa, raining the great Dharma rain called nondifferentiation of the dharmadhātu," and so forth. Thus we know that the cloud is manifesting bodies, and the rain is expounding the Dharma. As for saying "the Dharma and metaphor mutually imply and condense": in the Dharma there is only the Dharma exposition, and in the metaphor there is only the raising of clouds. If fully stated, it should say: "vastly manifesting transformation bodies to expound all phenomena, just like spreading great clouds and raining down the great Dharma rain."
