19.22

疏「今初十名之普是別之總」者，應有難云：前云十普既顯法界總相之德，何得更有普德普光等殊？故為此通。

On the Commentary's "Now first, the 'universality' (samanta) of the ten names is the general of the particular": there might be an objection saying: "Since it was previously stated that the ten universalities reveal the virtue of the general characteristic of the dharmadhātu, how can there further be distinctions such as Universal Virtue and Universal Light?" Therefore, it provides this resolution.
