Regarding the Commentary's words, "Furthermore, the 'Manifestation' chapter says to seize sentient beings whose good roots are mature," etc.: this is the analogy of the gold-winged bird cleaving the sea among the Tathāgata's practices, which analogizes the Tathāgata's unimpeded practice. The sūtra states: "Sons of the Buddha! Just as the gold-winged bird king flies in empty space, hovering and not departing, observes with pure eyes the palaces of the dragons within the sea, stirs up heroic vigor, beats and flings the ocean waters with both left and right wings to part them completely, and knowing which male and female dragons have lives about to end, seizes them; so too is the Tathāgata, Arhat, Samyaksaṃbuddha, the gold-winged bird king. Abiding in unimpeded practice, he observes with the pure Buddha-eye all sentient beings within the palaces of the dharmadhātu; if there are those who have planted good roots that have already matured, the Tathāgata stirs up the heroic ten powers, beats and flings the ocean waters of the great love of saṃsāra with the two wings of śamatha and vipaśyanā to part them, seizes them, places them within the Buddhadharma, causes them to sever all conceptual proliferation of false thinking, and settles them in the Tathāgata's non-conceptual, unimpeded practice." Explanation: When observing the earlier sūtra text, one will naturally know what is extensive and what is abbreviated. Below, in explaining rescue and gathering, citing the "Manifestation Chapter" is also this passage.
