Regarding the Commentary's words, "The Sumerugarbha-sūtra, etc.": there are two fascicles, and this is the lower fascicle. Puṇyadevatā herself recounts: 'Formerly, at the place of the Buddha King of Indra's Banner Characteristics, the World-Honoured One and I simultaneously made vows. Now the vows are all fulfilled, and our intentions are satisfied. Therefore the Tathāgata has appeared in the world, and I now am able to abide in the place of merit. Although I now abide in the place of merit, I have not yet fulfilled my former original vows. Why? In this place there are many elephant-dragons.' Below it paraphrases the meaning, stating that various evil dragons torment and harm sentient beings, and she requests the Buddha to eradicate them. The Buddha said to the dragon-ṛṣi bodhisattva Sumerugarbha: 'In the past, at the place of Dīpaṅkara Buddha, you gave rise to great vigor to transform the dragons. Now the dragons of the four modes of birth possess evil poisons: breath-poison, sight-poison, touch-poison, bite-poison, and the poisons of greed, anger, and delusion; how should they be eradicated in accordance with the Dharma?' That bodhisattva replied: 'I shall enter their lairs and enter deep samādhi, and they shall be subdued.' After speaking extensively, he said: 'Having been vigorously energetic for asaṃkhyeya kalpas, I am able to teach and transform all sentient beings.' These dragon kings practice vigorously in the Mahāyāna Dharma: this dragon king Supratiṣṭhita is the master of all elephant-shaped dragons; this dragon king Nanda is the master of all serpent-shaped dragons; this dragon king Anavatapta is the master of all horse-shaped dragons; this dragon king Varuṇa is the master of all fish-shaped dragons; this dragon king Manasvin is the master of all frog-shaped dragons. Such great dragon kings can cause various harms and afflictions to sentient beings. As for the rest of the dragons, their own power is insufficient to produce the above calamities. These five great dragons abide in the Mahāyāna and possess great majesty and virtue; these great dragon kings each lead their retinues before the Buddha, prevent them from generating the above calamities, and cause the lineage of the Three Jewels—the Buddha, Dharma, and Saṅgha—to abide long in the world without being swiftly extinguished.
