24.68

疏「此第十句有二義」者，昔人唯有後義，則是佛身所現國土中塵有諸佛剎，遂令普賢不遍如來身外之剎也。

In the commentary, as for 'This tenth line has two meanings', former commentators had only the latter meaning, which was that the dust motes in the lands manifested by the buddha body have buddha lands, thereby causing Samantabhadra not to pervade the lands outside the Tathāgata's body.
