疏「而前但約平漫無差」者，即長行云「一一世界海中，所有佛威力無差別」，今乃皆云一一塵中無量光等，即是重疊無差別也。

Regarding the commentary's statement, "Whereas previously it was merely explained in terms of a flat, uniform non-difference," this refers to the prose stating, "Within each world-ocean, the majestic powers of all the buddhas are without difference." Now, however, it states that within each dust mote there are immeasurable lights and so forth, which is a layered, superimposed non-difference.
