28.31

疏「故知初會」下，第二辯通局。此會望初則局一分，彼通九會。謂佛前現華，通表一部所詮華嚴。眉間勝音，通表九會能詮教故。結集編次，非現前後。

On the commentary’s "Therefore we know the first assembly" and below, this is secondly to distinguish the comprehensive and the restricted. In relation to the first, this assembly is restricted to one part, while that one is common to the nine assemblies. That is, the manifestation of the flower before the Buddha comprehensively symbolizes the Avataṃsaka as that which is explained throughout the entire work. The superior sound from between the eyebrows comprehensively symbolizes the teaching that explains it throughout the nine assemblies. The compilation and sequencing do not represent chronological order.
