疏「體外方便」者，無而別設，如無三說三等。「體內方便」者，即佛權智鑒事差別，即體上大用為體內方便。

Regarding the commentary's phrase "upāya outside the essence": this refers to establishing distinct provisions where none exist, such as preaching the three where there are no three. "Upāya within the essence" refers to the Buddha's provisional cognition inspecting the differences among phenomena; that is, the great function atop the essence is upāya within the essence.
