35.17

疏「十住十行等說」者，謂位位滿處皆成佛故。一住若不收諸住，云何說得位滿成佛？故十住後有灌頂住，海幢灌頂之後便說佛故。

As for the statement in the commentary, "As explained in the Ten Abodes, Ten Practices, etc.", it means that at the culmination of each and every stage, Buddhahood is attained. If a single abode did not subsume all the abodes, how could it be said that one attains Buddhahood at the culmination of the stage? Thus, after the ten abodes there is the consecration abode, because after the consecration of Sāgaradhvaja, Buddhahood is immediately spoken of.
