37.69

疏「若正釋」下，第三申今正義。言「展轉相成」者，舉佛願等為得加故。所以加者，為說法故。若更進釋，則有四重：一諸佛願等，為入三昧故；二入三昧者，為得加故；三所以加者，為說法故；四說法為何？為令菩薩增長佛智等故。

Regarding the Commentary's statement "If properly explaining..." onwards: the third part sets forth the present correct doctrine. As for saying "sequential mutual fulfillment": it cites the Buddha's vows and so forth as being for the sake of obtaining empowerment. The reason empowerment is granted is for the sake of preaching the Dharma. If further explained progressively, there are four levels: first, the vows of the Buddhas and so forth are for the sake of entering samādhi; second, entering samādhi is for the sake of obtaining empowerment; third, the reason empowerment is granted is for the sake of preaching the Dharma; fourth, what is preaching the Dharma for? It is to cause bodhisattvas to increase the Buddha's wisdom and so forth.
