4.30

疏「四依起無礙無心頓現海印力故」者，謂雖寂用無心，不妨皆依海印之力。又正依定即起用故。〈賢首品〉云「或現童男童女形，天龍及以阿修羅，乃至摩睺羅伽等，隨其所樂悉令見。眾生形相各不同，行業音聲亦無量，如是一切皆能現，海印三昧威神力」等。

Regarding the commentary's statement, "Fourth, unimpededness of arising based [on samādhi], because of the power of the ocean-seal instantaneously manifesting without thought": this means that although quiescence and function are without thought, that does not prevent them from both relying on the power of the ocean-seal. Furthermore, it is precisely because reliance on contemplation immediately gives rise to function. The Chapter of Xianshou states: "Or they manifest in the form of boys and girls, / heavenly beings, dragons, and asuras, / and up to mahoragas and so forth; / according to what each delights in, they are made to see them. / The forms and characteristics of sentient beings are each different, / and their karma, activities, and voices are also immeasurable: / all such things can be manifested / through the awe-inspiring spiritual power of the ocean-seal samādhi," and so forth.
