The commentary’s statement, “Attaining unhindered cognition...” is the commentary’s explanation. However, the meaning of its treatise text applies throughout the stage; taking the meaning strictly from the words, it means the completion of exposition. In this there are three parts: First, attaining unhindered power, which is the completion of vocal karma. That is, internally endowed with unhindered cognition and externally possessing wonderful speech is called unhindered power. Second, “completion of expounding the Dharma” is the completion of cognition. Third, “altruistic practice” is the completion of a Dharma master’s mastery; therefore the commentary states: “Exhaustively expounding and universally benefiting is only then called good.”
