Regarding the Commentary's statement, "However, wrong views and evil precepts belong exclusively to external heterodoxies": wrong views are exclusively external. The adherence to rules and rituals (*śīlavrataparāmarśa*) has two types: first, evil precepts that arise independently—this is strictly heterodox, and therefore is singled out; second, arising in dependence on correct precepts, which is not what is taken here. The adherence to views (*dṛṣṭiparāmarśa*) also has two types: first, grasping at divergent views, which also arises independently; second, arising in dependence on the inner teaching. Because adherence to rules and rituals mostly arises independently, evil precepts are singled out as heterodox; adherence to views rarely arises independently, mostly relying on the inner [teachings] because it is difficult to perceive. Because the commentator specifically clarifies that it does not arise independently, the Commentary states that it "pervades the internal," from which we know that external instances also exist.
