疏「後起願行」下，文有二意：一明起願之由，由念眾生惡因果故。二便起願，故論通云「菩薩如是深寂思惟已，欲救眾生，知自堪能。」

Regarding the commentary’s [statement], “Next, ‘arousing vows and practices’ below,” the text has two meanings: First, it explains the reason for arousing vows, which is due to being mindful of the evil causes and fruits of sentient beings. Second, [the bodhisattva] immediately arouses vows; therefore, the treatise universally states: “Having thus contemplated with deep tranquility, the bodhisattva wishes to rescue sentient beings, knowing his own capability.”
