59.96

疏「又此一句」下，上釋決定，下釋隨時籌量。一則籌量有罪無罪故。律云「知有罪無罪，是名律師。」二則通皆籌量制聽舉折等，故疏總舉皆須籌量得所。

Regarding the Commentary's passage beginning with "Furthermore, this sentence": the above explains certainty, and the below explains weighing in accordance with the circumstances. First, weighing whether there is an offense or no offense. The Vinaya says: "Knowing what has an offense and what has no offense—this is called a Vinaya master." Second, universally weighing prohibitions, permissions, bringing forward offenses, refutations, and so forth; hence the Commentary generally mentions that all must be weighed appropriately.
