68.16

疏「依解起行行修究竟」者，此有二意：一釋論中不放逸言，所作究竟，離放逸過故。二即復由此修究竟故，經稱第一。下引論釋，可知。

Regarding the Commentary's statement, "Relying on understanding, practice is initiated, and the cultivation of practice is brought to its ultimate consummation": this has two meanings. First, it explains the term 'non-indolence' in the treatise; because what was undertaken is brought to consummation, it is free from the fault of indolence. Second, precisely because of this cultivation being brought to consummation, the sūtra praises it as foremost. As cited below from the treatise's commentary, this can be understood.
