疏「二新新生實」者，二地已上乃至七地，修道漸增，說為新新。能治中言「從緣起故」者，以從緣起，起即無起。

Regarding the Commentary's "second, the reality of newly and newly arising": from the second ground up to the seventh ground, the path of cultivation gradually increases, which is termed newly and newly. In the counteragent, the phrase "because of arising from conditions" means that because it arises from conditions, arising is itself non-arising.
