Regarding the commentary's "Second, having manifest expression, etc., is the differentiation of intrinsic nature": the following two lines differentiate solely with respect to the substance of karma according to its meaning. Saying "intrinsic nature" refers to the meaning of making and doing, which is the intrinsic nature of karma; in the initial explanation of the treatise, it merely says "differentiation of intrinsic nature." From "The treatise says, 'This is of two kinds'" downwards, this is the treatise master's subsequent re-explanation. The treatise master simply states: "First, the time of deliberation; second, the time of performing the action." From "This is in the mental ground" downwards, the commentary explains the first meaning. Saying that it is in the mental ground means that it has not yet taken shape in body and speech. Regarding the statement that there are two kinds of volition—deliberating and deciding—saying here that "there is only one kind of volition, namely deliberating," specifically clarifies the treatise's meaning of "not yet performed." Although it is in the mental ground, because it has not yet reached decision, the course of karma has not been completed, and retribution has not yet been received. As in the sixth ground, karma has two meanings in not receiving fruition and retribution: the first is karma that has not yet been performed. The citation of the Yogācārabhūmi above has already extensively demonstrated this.
