疏「出世未集」等者，約凡未能集聖法故，以釋經文凡聖差別故。

Regarding the Commentary's statement, "The supramundane has not yet gathered," and so forth: this is in terms of ordinary beings not yet being able to gather noble dharmas, in order to explain the distinction between ordinary beings and noble ones in the sūtra text.
