Regarding the Commentary's "Third, contrasting and revealing the phenomena and similes," within it are two: first, clarifying the mountains' substances; second, from "if speaking of..." downward, discerning their contents. Within this are two: 1. Directly discerning the contents to compare them to phenomena; 2. The Śāstra distinguishing them by meaning. Now, as for the first, the text is all understandable. But as for Mount Ketu also being the abode of the asuras of great power: according to what the sūtras and treatises say, asuras have five kinds of dwelling places in total: one on the earth, and one at the very bottom. The one at the very bottom is on the ocean floor, namely the asura king Vemacitrin; his power is the greatest, commanding immeasurable retinues of asuras. Twenty-one thousand yojanas above him is an asura king named Valiant; his authority and power are next inferior, and he also commands immeasurable retinues of asuras. Twenty-one thousand yojanas above him is an asura king named Garland; his authority and power are still weaker, and he also commands immeasurable retinues of asuras. Twenty-one thousand yojanas above him is an asura king named Rāhu; his power is the weakest, and he also commands immeasurable retinues of asuras. What is discussed here should be that king who dwells at the very top.
