9.38

疏「法華亦云初轉四諦」者，即第二經諸天說偈云「昔於波羅奈，轉四諦法輪。分別說諸法，五眾之生滅。今復轉最妙，無上大法輪。是法甚深奧，少有能信者」等。

The commentary's words, "The Lotus Sūtra also says: 'Initially turning the four truths...'" refer to the verses spoken by the devas in the second fascicle: / "Formerly in Vārāṇasī / You turned the Dharma-wheel of the four truths, / Analyzing and explaining the dharmas, / The arising and ceasing of the five skandhas. / Now you turn once more the most marvelous, / Unsurpassed, great Dharma-wheel. / This Dharma is profound and abstruse; / Rare are those who can believe it," and so forth.
