Regarding the commentary’s “This sūtra clarifies that the teaching is identical with tathatā…” and so forth, it further distinguishes between the general and the restricted. That is to say, if one merely says that the twelvefold division of the teaching is identical with tathatā, this tathatā is restricted within the twelve divisions. If one says that tathatā is identical with the Buddha's teaching, then all phenomena are tathatā, and therefore all are the Buddha’s teaching—this meaning is general. Hence the commentary subsequently says: “If one takes all phenomena as the essence that reveals the meaning,” it makes clear that all are the teaching. Since all are tathatā, tathatā is all the Buddha’s teaching.
