As for the commentary's "Meditation without wisdom cannot exhaust its quiescence," and so forth: this adduces one as a model, and the rest can be analogized. It means that meditation without wisdom is merely mundane concentration. If one attains wisdom to contemplate the nature of the mind, it becomes superior concentration. Wisdom without meditation is merely scattered goodness, because it is discriminative wisdom. If wisdom possesses meditative concentration, like a lamp in a sealed chamber, it is quiescent yet able to illuminate, departing from fluctuating discrimination to become true wisdom. That which is said as "and so forth" encompasses the remaining myriad practices. For instance, if generosity does not attain discipline, it is not true generosity: practicing generosity while breaking discipline is not true merit. If discipline does not attain generosity, it is also not true discipline: when stinginess and greed do not cease, it is not true discipline, because not relinquishing wealth and Dharma directly violates discipline. The rest can all be understood in the same way.
