Regarding the commentary's "The sūtra below says that the cognition of bodhi universally manifests" and what follows: this is the second, citing this very sūtra to doubly prove both meanings. First, the sūtra says: "Just like the great ocean, which can universally imprint and manifest the bodily forms and images of all sentient beings throughout the four continents, and on this account is collectively called the great ocean—the bodhi of all buddhas is also like this." From "universally manifests" downward, it is identical to the commentary.
