Regarding the Commentary's passage from "Because all distinctions" onward, it resolves an objection. An objection asks: the preceding questioned the expounding of the Dharma, whereas the present answer concerns the understanding of cognition; how can they be the same? Hence it answers now: the sounds understood are subsumed under the sound of the Buddha's wheel of the Dharma, for it expounds the Dharma in accordance with the sounds of their classes. The "Appearance Chapter" says: "The real mark of sound is itself the wheel of the Dharma"; the "Xianshou Chapter" also says: "Able to cause all sounds in the three realms / To be the voice of the Tathāgata to whoever hears them." Therefore, the earlier Commentary says: "In accordance with nature and in accordance with characteristics, all are completely understood." Understanding differences of characteristics, one applies them according to suitability; understanding that the essence of nature is fused, one subsumes all.
