From 'the shaking of the earth and so forth' downward in the commentary is the fourth, evaluating similarities and differences. The two meanings of celebrating what preceded and giving rise to what follows are different; therefore, it adopts giving rise to what follows, not celebrating what preceded. As for 'like the ten grounds' and so forth: the beginning of the ninth ground states: 'When this eighth ground of the bodhisattva was preached, / the Tathāgata displayed great supernatural power, / shaking the lands of the ten directions, / immeasurable, innumerable, and inconceivable,' and so forth. Since it references the eighth ground, it clearly celebrates what preceded; and having finished praising, it then requests the ninth ground, so its meaning also encompasses giving rise to what follows.
