Regarding the Commentary's statement: 'The great ocean is precisely the evil destinies' downwards, this is the second part, the particular explanation. First, it explains that within ocean waters one is capable of hearing, because there are sūtras in the dragon palaces, and dragons go to the Buddha's assemblies. Later, under 'in the kalpa fire,' it explains hearing the sūtra within fire. The Commentary has five parts: first, properly explaining the sūtra; second, harmonizing and explaining the treatise text; third, harmonizing the sūtra with the treatise; fourth, explaining the word 'and so forth' in the treatise; fifth, harmonizing the breadth and narrowness of long life.
