Regarding the Commentary's statement: "Skill in cultivation of practice": the treatise below says "skill in accomplishment and destruction, skill in increase"; it does not designate that which is able to know as expedient means. These five expedient means are all possessed on each ground, but they are distinguished according to their characteristics. The first one is in the stage of understanding and practice; "attainment" is on the first ground; "superior" is on the second ground and above; "non-retrogression" is on the eighth ground and above, extending up to the tenth ground. The third, superior expedient means, also accomplishes excellence of virtues; therefore, the cultivation of practice is not sudden, having distinctions of initial, middle, and final; thus there are three phrases. The remaining phrases can be understood accordingly.
