Regarding the Commentary's statement "in this saṃsāra": the eighty-sixth [fascicle of the] Yogācārabhūmi explains that, based on five kinds of characteristics, one should understand being swept away and drowned along the flow: first, wherein one is swept away and drowned; second, whereby one is swept away and drowned; third, based on which one is swept away and drowned; fourth, how one is swept away and drowned; fifth, the time of being swept away and drowned. The Commentary has already annotated these in detail below the text while also explaining the root treatise; because the sūtra separately adds the four floods as distinct from craving, it combines the fourth and the fifth into a single [aspect of] being swept away.
