Regarding the commentary's phrase "This then combines the preceding": third, synthesizing and explaining. That is, first, in the preceding stage one maintained precepts but had not yet obtained meditative equilibrium (samāhita)—this is the meaning of the three learnings. Second, since it says one has not yet obtained worldly meditative equilibrium, this is the meaning of the provisional assignment to stages. It is clear in the text.
