Regarding the commentary's statement: "First, identifying the locus of gathered virtues": within this, it first eliminates confusion and provides the correct explanation; thus the treatise states: "the general characteristic of the seventh ground." Second, from "because this is effort..." down, it provides the reason for generality. The general summary of the four stages was already explained in the first ground: namely, first, entering the stage; second, entering the ground; third, entering effortlessness; and fourth, the exhaustion of the bodhisattva grounds.
