Regarding the commentary's statement, "The realm where wisdom operates": this refers to the cognitive wisdom that observes the formation and disintegration of worlds, which corresponds to the below "knowing as it really is." This is the general section heading. Below "Skilled in upāya," it takes up and explains individually. Stating "which is the cause of effortlessness": because in the seventh ground one attains the upāya-wisdom in emptiness and superior practice within existence, cultivating this is effortless.
