16.28

一釋品來意者，明前於普光明殿人間地上成十信之心已終。此妙峯之頂，明從十信入十住，入位之昇進故，此品須來。

First, as for explaining the chapter's purpose: it clarifies that previously, in the Universal Light Hall on the earth among humans, the completion of the mind of the ten faiths has ended. This peak of Mount Sugopita clarifies the entry into the ten abodes from the ten faiths, signifying the ascent and advance into the stage; therefore, this chapter must come next.
