31.41

三釋說教之主者，此品何故普賢為能說教之主者？為此品行門是普賢之行滿故，還令普賢自說，明普賢之法身本智妙理之用故。二法獨行即不圓故，先舉法身性智之光，次說普賢之行故。

Third, in explaining the master who preaches the teaching: In this chapter, why is Samantabhadra the master capable of preaching the teaching? Because the practice-gate of this chapter is the fulfillment of Samantabhadra's practice, Samantabhadra is again caused to preach it himself, to clarify the function of the wondrous principle of Samantabhadra's dharmakāya and fundamental wisdom. Because if the two dharmas act separately they are not complete, the light of the nature-wisdom of the dharmakāya was raised first, and the practice of Samantabhadra is spoken next.
