九從其面門出轉輪王者，明口是轉法輪王之所由，還於其中出輪王之眾故。

Ninth, from his face and mouth emerge wheel-turning monarchs (cakravartins): this clarifies that the mouth is the source for turning the wheel of the Dharma; hence assemblies of wheel-turning monarchs emerge from within it.
