6.64

第四《梵網經》淨土者，雖說一大華王而有千華，一一華上有百億化佛，教化百億四天下眾生。然彼千華及彼華王，為三乘菩薩見未廣故分示報境，未成圓滿。是權未實。

Regarding the fourth, the pure land of the Brahmajāla Sūtra: although it speaks of one great flower-king having a thousand petals, and upon each petal there are ten billion transformation buddhas who teach and guide the sentient beings of ten billion fourfold continents, yet those thousand petals and that flower-king are a partial manifestation of the reward realm for the sake of three-vehicle bodhisattvas whose vision is not yet broad; they have not reached full consummation. This is provisional, not yet ultimate.
