1. Explaining the chapter title: To show that the bases, forms, suffering, joy, purity, and defilement of the ocean of worlds are all the adornments of sentient beings' own karmic retribution and do not come from anything else. The oceans of worlds of the Buddhas and bodhisattvas are accomplished through the power of great vows, the power of the innately pure Dharma-nature, the innately pure power of all the pāramitās and oceans of all practices, the power of the great compassionate wisdom for saving sentient beings, and the inconceivable power of transformations; therefore, it is named the "Chapter on the Formation of the Worlds."
