The fifth assembly takes place in the Tuṣita Deva Palace to expound the ten dedications of merit. This heaven is situated in the middle of the desire realm, and is also called the heaven of finding joy in contentment. This clarifies that the Dharma gate of dedication of merit is not greedy for nirvāṇa and not greedy for saṃsāra: one constantly abides in saṃsāra and constantly abides in nirvāṇa, because they lack duality of nature, abiding in the Middle Way. The remaining four heavens [of the desire realm] are all negligent, while the heavens of the form realm and formless realm delight in purity and cannot be harmonized with the meaning of the Middle Way. Although the teaching of the ten grounds is spoken in the Paranirmitavaśavartin heaven, it is still by means of the Dharma of the Middle Way of this stage that the cultivation of the ten grounds is brought to completion. In expounding the Dharma of the ten dedications of merit, light is emitted from the knees, representing that bending and stretching at ease invariably depends on the knees. This clarifies that the complete pervasion throughout the ten directions and the unhindered integration of principle, wisdom, great vows, and great compassion invariably proceed from the stage of the ten dedications of merit. Just as the ten grounds are practiced in reliance on this, accumulating and bringing it to maturity, there is no other dharma.
