1.16

經曰「遊步十方行權方便」者，述云：此後、歎權德也。步者行也。身化無礙，無感不應，故云遊步十方。化行善巧，無形不現，故云行權方便。

The sūtra says: "roaming through the ten directions and practicing skillful expedients." The commentary states: This subsequent part praises their expedient virtues. "Roaming" (bu) means to walk (xing). Manifesting bodily transformations without obstruction, with no resonance unanswered, is called "roaming through the ten directions." Their transformative deeds being skillful, with no form left unmanifested, is called "practicing skillful expedients."
