經曰「彼諸菩薩及聲聞」至「不遲不疾」者，述云：第四、資用任意也。心垢者，即煩惱之名，唯慧所除。而水除者，觸水為緣，發慧蕩除故。

Regarding the sūtra saying from “those bodhisattvas and śrāvakas” down to “neither too slow nor too fast,” the commentary states: Fourth, provisions and utilities responding to wishes. “Mental defilements” is a designation for afflictions, which are eliminated only by wisdom. Yet [the sūtra says] water eliminates them because touching the water serves as a condition that arouses wisdom to purge and eliminate them.
