經曰「自然非惡」至「無有出期」者，述云：此第三、苦報難出也。作惡之人，宿罪之力自然招集，非法惡緣隨而與之，故云自然非惡先隨與之。恣聽者，即作惡自在無懼之義。待，亦作至。

The sūtra says: "Naturally what is improper and evil" down to "there is no period of release." The commentary states: This third part is that the retributions of suffering are difficult to escape from. For those who commit evil, the power of past sins naturally attracts and gathers, and unprincipled evil conditions follow along and are given to them; hence it says "naturally what is improper and evil first follows and is given to them." "Indulging willfully" means the sense of committing evil freely without fear. "Dai" (待, await) is also written as "zhi" (至, arrive).
