經曰「十方來正士」至「受決當作佛」者，述云：此後、正答所問。有四：此初、逐願記成佛也。

On the sūtra's words from "The true beings coming from the ten directions" to "Receive the prophecy that they will become buddhas," the Commentary states: Hereafter, he directly answers what was asked. There are four parts: this first prophesies their becoming buddhas in accordance with their vows.
