I answer: Merely speaking for convenience, in meaning there is no distinction. When the flower opens, this person's bodily capacity is pure and just suited to hear the Dharma; it does not select between Great and Small. As long as he is enabled to hear it, he immediately gives rise to faith. Therefore, Avalokiteśvara does not preach the Small for him, but first preaches the Great for him. Hearing the Great, he rejoices and immediately gives rise to the mind of the unsurpassed path; this is called the arising of the seed of the Mahāyāna, and is also called the arising of the Mahāyāna mind. Furthermore, if when the flower opens, Avalokiteśvara were to preach the Hīnayāna first for him, and hearing the Small he gave rise to faith, this would be called the arising of the seed of the two vehicles, and also called the arising of the mind of the two vehicles. Since this grade is like this, the lower two are also like this. The people of these three grades all generate the mind there precisely because hearing the Great gives rise to the seed of the Mahāyāna. Because they do not hear the Small, the seed of the two vehicles does not arise. Whenever one speaks of 'seed', it is just that mind. The above explanation of the meaning that the seed of the two vehicles is not born is concluded. As for the meaning regarding women and those with defective faculties: because they do not exist there, it can be known. Furthermore, when sentient beings of the ten directions who cultivate the precepts and practices of the Small Vehicle vow to be reborn, there is no obstacle whatsoever and all attain rebirth. However, arriving there, they first realize the small fruit; having realized it, they immediately turn toward the Great. From the moment they turn toward the Great onward, they never again regress to generate the mind of the two vehicles; therefore it is said that 'the seed of the two vehicles is not born.' The former explanation is in terms of the beginning of the indeterminate [state]; the latter explanation is in terms of the end of the small fruit. This should be understood.
